I ordered the servers separately, the lower cost one first to ensure everything went smoothly, then the beefier one the next week. In both cases, I was called within about an hour by someone verifying the order, and the server was provisioned by the next day.

They now have a "Xpress Series" which has guaranteed 2 hour setup, but more limited configuration options: http://www.softlayer.com/xpress_series.html

I'm curious, I couldn't find their setup time listed on their website. When you ordered your server(s) what was the turn around time like?
