Refactoring W3Counter for Download

This project has been started and scrapped several times already. There is significant demand for a downloadable version of W3Counter, especially by larger sites which I don’t allow to use the hosted version, which is barely managing to run efficiently with several thousand sites on a single server.

Possibly during the holidays I will attempt to refactor and update the W3Counter code base with the goals of even further increasing efficiency, making design changes easier, and eventually releasing a downloadable version.
